DESIGN REVIEW MINUTES
A Design Review Meeting of the EAST HARTFORD PLANNING AND ZONING COMMISSION was held in the Town Council Chambers, 740 Main Street, East Hartford, Connecticut on February 28, 2007.
The meeting was called to order at 5:05 p.m.

Chairman Anthony Kayser declared a quorum present. Chairman Kayser stated that the Commission would be voting with six members.
Site Plan Application – 109 Connecticut Boulevard, Installation of an exterior emergency generator and concrete pad to an existing animal hospital.
Applicant: East Hartford Animal Clinic
Upon a motion by Kathleen Salemi, seconded by John Ryan, it was
VOTED (6-0) That the Planning and Zoning Commission Approve the above Site Plan Application with the following condition:
1. In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant, and if such information subsequently proves to be false, deceptive, incomplete, and/or inaccurate, this permit shall be modified, suspended or revoked.
Site Plan Application – 275 Park Avenue, Façade renovation, construction of a new canopy, and handicap access ramp to an existing industrial building.
Applicant: Miguel Otero
Upon a motion by Kathleen Salemi, seconded by Paul Roczynski, it was
VOTED (6-0) That the Planning and Zoning Commission Approve the above Site Plan Application with the following conditions:
1. Final plans are to be signed stamped (ink and impression) by the design engineer.
2. Provide a plan showing existing conditions within 200 feet of the site as per section 705.2b.3 of the zoning regulations – use MDC 1” = 200’ mapping, label accordingly. (read section of regulations)
3. Provide approval block on the plans.
4. Provide lines and labels, on the plans, for zoning set back lines.
5. Provide lines and labels for existing gas line located along the easterly side of the site.
6. Provide “Call Before You Dig” notes.
7. Provide Town note for inspection.
8. Provide dimensions for layout of HC parking spaces.
9. Provide lines, labels and details for HC access located at the front of the building (Ulsaker Studio)
10. Provide additional details and labels for the connection from the HC parking space to the HC ramp in front of the Sherwin Williams store.
11. Provide proposed grades for HC parking spaces – maximum 2% slope in any direction.
12. Provide existing and proposed grades for all proposed modifications including finish floor elevation of the building and loading dock.
13. Provide additional labels to clarify the plans.
14. Revise the limits of the curb cuts to match existing.
15. Provide labels to remove bituminous pavement in all proposed landscape and lawn areas
16. Provide 6” topsoil for all disturbed areas.
17. Provide additional dimensions for the layout of the site.
18. Provide construction detail for bollard, concrete wheel stop, dumpster pad with screening and pylon sign.
19. Provide concrete pad with screening and size for the proposed dumpster – label accordingly.
20. Provide information as to what will happen to existing dumpsters located along the easterly side of the site – label accordingly.
21. Revise detail for pavement patch – Class II Surface, Class I binder and 12” process gravel base.
22. Provide lines and labels for existing wood and concrete steps – clarify if they are to be removed.
23. Provide lines and labels for existing trees along the front of the building.
24. The proposed pylon sign is to be located at least 10’ from the property line – dimension accordingly.
25. In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant, and if such information subsequently proves to be false, deceptive, incomplete, and/or inaccurate, this permit shall be modified, suspended or revoked.
Chairman Anthony Kayser acknowledged the arrival of Alternate Commissioner, Peter Bonzani at 5:45 p.m.
Site Plan Application – 211 Riverside Drive, Construction of an educational facility, parking lot, and associated storm-water drainage facilities.
Applicant: Capital Studio Architects, LLC
Upon a motion by Kathleen Salemi, seconded by John Grottole, it was
VOTED (7-0) That the Planning and Zoning Commission Approve the above Site Plan Application with the following conditions:
1. Final plans are to be signed and stamped (ink and impression) by the Professional Engineer and Land Surveyor.
2. Provide a phasing plan and narrative detailing measures to provide access to Sprague and Buckeye during construction – temporary road??
3. Provide separate plans for each application – label accordingly.
4. All proposed test pits are to be excavated prior to the finalization of the site plans.
5. Provide two additional test pits along the frontage road where utilities cross the water main – Sta. 1+50 RT. and Sta. 1+57 RT. Label locations on plans.
6. Provide additional information and details as to the type of catch basin in the loading dock.
7. Provide additional notes on loading dock detail – provide shop drawings of retaining wall and scissor lift prior to the start of construction. Plans are to be signed and stamped by a Professional Engineer
8. Revise the radius at the intersection of the frontage road and access road to accommodate tractor/trailer vehicles (WB-50 vehicle) – use AASHTO turning template.
9. Increase the width of walk (gap) in island at station 11+55 RT., 52+25 LT and 53+80 LT. to eight feet wide.
10. Provide additional details and dimensions for the access road to the east of the Sprague property.
11. Provide a center line profile for the access road – STA. 0+00 to 10+50
12. Provide a concrete structure for the yard drains located the patio and a standard C-L basin in grass areas – provide sumps in structures - revise details.
13. Check elevations of OGS (oil/grit separators) chambers (bottom of units) along with pipe connections, inverts, pipe size vs. drainage calculations.
14. Provide additional directional signs at the intersection of access and frontage road for Sprague and Buckeye traffic
15. Provide lines and labels for Type I catch basins on site plans.
16. Provide top of frame and invert data for proposed catch basin located east of Sprague property in the drainage structure data charts.
17. Revise location of the baseline on the typical road section for Sta. 7+50 to Sta. 10+50.
18. Provide additional dimensions for layout of the site.
19. Provide additional existing spot grades along the northerly property line, adjacent to No. 195 Riverside Dr – check vs proposed grading.
20. Provide inset plan for starting coordinates, and dimensional ties, for layout of base line.
21. Provide lines and labels for line of sight at intersections – check for conflicts with proposed landscaping plans.
22. Provide a typical section and details for the Buckeye access road.
23. Remove detail for concrete retaining wall.
24. Provide additional dimensions and details for the segmental retaining wall.
25. The data on pipes and structures in the drainage report does not agree with the data on the construction plans – revise plans or calculations accordingly.
26. Provide a minimum of 3 FPS velocity for all pipe runs.
27. Provide pipe sizing calculations for the roof drains
28. Provide gutter flow analysis for all catch basins on the access road.
29. Revise water surface elevation at the outlet of the system – elevation should be closer to 25.65 – revise calculations accordingly.
30. Revise drainage flow computations for YD58 – should be non pavement.
31. In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant, and if such information subsequently proves to be false, deceptive, incomplete, and/or inaccurate, this permit shall be modified, suspended or revoked.
MINOR FLOOD HAZARD APPLICATION FOR DEVELOPMENT – Under Section 601.4 for rehabilitation of existing storm drainage and splash pad at 211 Riverside Drive

Upon a motion by John Ryan seconded by John Grottole, it was
VOTED (7-0) That the Planning and Zoning Commission Approve the above Major Flood Hazard Application with the following conditions:
1. Final plans are to be signed and stamped (ink and impression) by the Professional Engineer and Land Surveyor.
2. Provide separate plans for each application – label accordingly.
3. The rip rap apron is to be extended to the edge of the water or as directed by the DEP/Corp of Engineers.
4. The design of the rip rap apron does not take into account the slope of the river bank – revise plans and calculations accordingly.
Soil Erosion and Sedimentation Control Application – 211 Riverside Drive, Construction of an educational facility, parking lot, and associated storm-water drainage facilities.

Upon a motion by Kathleen Salemi, seconded by Paul Roczynski, it was
VOTED (7-0) That the Planning and Zoning Commission Approve the above Soil Erosion and Sedimentation Control Application with the following conditions:
1. Final plans are to be signed and stamped (ink and impression) by the Professional Engineer and Land Surveyor.
2. Provide separate plans for each application – label accordingly.
3. Provide erosion and sedimentation control measures at catch basin 56.
4. Provide calculations for sizing of temporary erosion and sedimentation basins.
Site Plan Application – 1555 Main street, construction of a handicap ramp to an existing east establishment.
Applicant: andreas savvids/savvi’s restaurant
Upon a motion by Kathleen Salemi, seconded by Thomas Fitzgerald, it was:
VOTED (7-0) That the Planning and Zoning Commission Approve the above Site Plan Application with the following condition:
1. In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant, and if such information subsequently proves to be false, deceptive, incomplete, and/or inaccurate, this permit shall be modified, suspended or revoked.
Site Plan Application – 25-161 Ecology Drive, Reconstruction of a waste oil storage building at an existing municipal landfill/transfer station.
Applicant: Town of East Hartford
Upon a motion by John Ryan, seconded by Paul Roczynski, it was:
VOTED (7-0) That the Planning and Zoning Commission Approve the above Site Plan Application with the following condition:
1. In evaluating this application, the Planning and Zoning Commission has relied upon information provided by the applicant, and if such information subsequently proves to be false, deceptive, incomplete, and/or inaccurate, this permit shall be modified, suspended or revoked.
BOND RELEASES/REDUCTIONS/SETTINGS:
Site Modification Bond Release – Penske Truck Leasing – 283 Burnham Street
Upon a motion by Kathleen Salemi, seconded by Peter Bonzani, it was Voted (7-0) to Approve the above Bond Release in the amount of $48,800.00.
Revised Site Plan Modification Bond – Matos Group – Internal Roadways
Upon a motion by John Grottole, seconded by John Ryan, it was Voted 7-0 to Approve the above Revised Site Plan Modification Bond in the amount of $343,300.
Site Plan Modification Bond Setting – Cabela’s Retail Facility – 400 Main Street
Upon a motion by Kathleen Salemi, seconded by Thomas Fitzgerald, it was Voted (7-0) to Approve setting the above Bond in the amount of $173,500.
MISCELLANEOUS
Staff discussed with the Commission funding for the analysis of Burnside Avenue and School Street commercial node.
Upon a motion by Thomas Fitzgerald, seconded by John Ryan, it was Voted (7-0) to Approve staff to explore the Town Planning and Zoning Commission budget line items to find an amount not to exceed $1,000.00 for the purposes of contributing to Harrall Michalowski Associates, Inc. study.
